What novel idea sounds the best?

3 is more intimate, 1 would be problematic as in this day and age it would almost be impossible to cut off a town even with bad weather. 2 would work better if he was part of the first crew, once that many people die the place would be shut down for months, possibly years--think BP disaster--while they investigate the cause of the deaths.
